Workload During Regular Ops Tempo vs. Exercise/Inspection Ops Tempo.

The Crisis Action Team (CAT) Director's typical duties will vary depending on whether they are performing under normal conditions or during an exercise or inspection. The estimated work time to accomplish the work outlined in this Duties/Responsibilities section below is approximately 10 hours per week under normal situations. During exercises and Inspections, that time will be extended up to approximately 60 hours for the week. Normally this could be required for four exercises per year.

Summary of Duties

The Crisis Action Team Director be responsible for providing expert guidance and support to the 92 Air Refueling Wing (ARW) CAT/WOC and staff in both initial and sustained responses to strategic and conventional crises. Services shall include but are not limited to: The contractors services will be pivotal in ensuring that air refueling planning, training, and execution are optimal, particularly during strategic or high-crisis periods, ensuring aircrew are prepared and missions are executed efficiently under all conditions.

Qualifications

  • Possess extensive knowledge and expertise on the KC-135R/T weapon system, including its capabilities, flight characteristics, and limitations.
  • Skilled in providing training on emergency war orders and contingency operations.
  • Have a comprehensive understanding of air refueling operations and procedures.
  • A minimum of 6 years of documented operational experience as a rated member (pilot or navigator) in a KC-135 aircraft, with experience as an aircraft commander, instructor, and/or evaluator.
  • Have substantial experience planning, executing, and instructing on matters related to USSTRATCOM OPLANs, including but not limited to being an Alert Force Crew (AFC) member, AFC management, AFC response activities, escalation/de-escalation measures, and Emergency War Order (EWO) procedures.
  • Possess a thorough understanding of all aspects of alert force operations and emergency procedures as they pertain to strategic air refueling missions.
  • Experience must also include participation in real-world crisis situations and high-priority exercises.
  • Must have significant experience working with installation-level or higher headquarters leadership in crisis action response, specifically as a Crisis Action Team (CAT) or Wing Operations Center (WOC) director or equivalent.
  • Additional experience as a trainer or mentor beyond serving in the CAT/WOC Director role will receive special consideration.
  • Be skilled in communicating with the MAJCOM staff and senior leadership on both routine and urgent national defense matters, including high-stakes communication during crises.
  • Be capable of role-playing Higher Headquarters (HHQ) agencies during installation training exercises, emulating real-world scenarios as needed to ensure effective and responsive training.
  • Have practical experience as a formal platform instructor at the installation or higher level, demonstrating proficiency in communicating complex lessons to aircrew members in a classroom setting.
  • Must be effective in conveying critical lesson objectives and ensuring that aircrew members understand the necessary procedures and operational protocols, particularly those related to strategic air refueling missions and emergency wartime operations.
  • Be capable of adjusting their instructional approach based on the needs of different aircrew members to optimize learning outcomes.
  • Be willing and capable of working extended shifts (up to 1214 hours) as required during planned exercises or real-world situations.
    • This may include long hours and on-call availability to meet mission-critical timelines and ensure continuous operational readiness and crisis response during training exercises, operations, or emergencies.

Duties/Responsibilities

Refueling Planning & Flight Operations Support. The Criss Action Team (CAT) Director will analyze weather, air traffic restrictions, and foreign government requirements to optimize refueling planning factors. The contractor will advise on flight operations and procedures throughout the country and for overseas locations.

Decision-Making & Crisis Response . The CAT Director will provide recommendations to senior decision makers on courses of action to ensure efficient and effective refueling operations during crises. As part of this, the contractor will act as a Subject Matter Expert (SME) on air refueling operations and associated contingency planning.

Instructor Services & Knowledge Transfer. The CAT Director shall ensure the transfer of time-sensitive operational information to forces in the field. As a contractor, they will suggest improvements to air refueling planning, alert operations, and maintain up-to-date procedures in air refueling systems. The CAT Director will assist in the training of KC-135R/T aircrew, ensuring mission certification for all wartime and contingency tasks, including SPECAT-Alert, Hard Alert, and Operation NOBLE EAGLE. As an instructor, the contractor shall develop and deliver training on all aspects of wartime and contingency missions assigned to the KC-135R/T. This includes ensuring that aircrew are fully prepared for mission certification, such as SPECAT-Alert, Hard Alert, and other high-priority operations.

Combat Planning & War Simulation Support. The CAT Director shall serve as a Subject Matter Expert (SME) on wing combat plans and preparation activities, advising on operational readiness and the execution of strategic deterrence missions. The CAT Director will lead or support simulations and provide guidance on improving team skills for crisis mitigation, as well as improving the quality of air-refueling planning and execution.

Advisory Services on Engagement with Higher Headquarters (HHQ). The CAT Director will advise ARW personnel on engaging with HHQ planners and offer solutions to issues related to KC-135 support for major war plans. The contractor will also consult on the effectiveness of air-refueling plans and their responsiveness to changing mission requirements.

Operational Readiness & Crisis Management . The CAT Director shall anticipate and advise on requirements to mitigate crises quickly. The contractor will serve in roles such as CAT/WOC Director Consultant or mentor CAT/WOC Directors, ensuring timely execution of contingency responses as necessary.

Air Refueling Planning Systems & Data Interpretation. The CAT Director shall observe and make authoritative interpretations to improve the adequacy of data used for air refueling planning. The CAT Director will also update air refueling planning systems as new information and changes to operational procedures occur.

Exercise Participation & Training. The CAT Director shall participate in local and HHQ-directed

exercises, Operational Readiness Inspections (ORIs), and other training events. The CAT Director will serve as a key member of the planning staff, providing consultations on air-refueling plans and recommending improvements to response strategies.

Operational Consultations. The CAT Director shall offer consultations on air-refueling plan effectiveness and advise on improvements for mission execution and responsiveness.

Documentation & Reporting. The CAT Director shall maintain accurate, current records of operational processes, training plans, and air refueling system updates. This documentation shall include lessons learned, as well as recommendations for future improvements.

Performance Metrics. The CAT Director shall ensure that all activities align with operational requirements, timelines, and quality standards outlined in this PWS, contributing to the overall effectiveness and readiness of the 92 ARW.
