Overview

The Vermont Public Service Department (PSD) is pleased to announce an exciting opportunity for a dynamic and qualified candidate to join its team as the Deputy Director of the State Energy Office division. An arm of the executive branch, the Department conducts comprehensive energy planning for Vermont and represents the public interest in matters regarding energy, telecommunications, water, and wastewater. The Department is designated as Vermont's State Energy Office under the Department of Energy's State Energy Program.

The SEO Deputy Director will work within Vermont's State Energy Office (SEO) to oversee the deployment of federal funding through programs that promote energy efficiency, electrification, resilience, reliability, and sustainable energy resources in Vermont.

The SEO Deputy Director will coordinate and monitor the management of federal funds received by the Department. Specific responsibilities include:

Provide guidance and leadership for the overall creation and implementation of federally funded programs and projects
Ensure compliance with federal and state laws, regulations, and procedures governing all activities
Provide supervision and oversight to a team of project managers
Develop structures and provide expert technical assistance on issues related to federal grant implementation in support of utilities, municipalities, and other subrecipients
Monitor changes in state and federal policy that will impact the deployment of energy and climate programs

The ideal candidate will have strong supervisory skills, federal project management experience, and a working knowledge of Vermont energy policy and programs.

Environmental Factors

Work is performed in a standard office setting, but with need for some travel for which private means of transportation should be available. Significant interaction with federal personnel is required. Work outside of regular business hours should be anticipated.

Minimum Qualifications

Master's degree in accounting, public administration, business, or related field AND four (4) or more years of experience in fiscal grant monitoring, governmental accounting, program approvals, risk management, fiscal compliance, or auditing.

OR

Bachelor's degree in accounting, public administration, business, or related field AND eight (8) or more years of experience in fiscal grant monitoring, governmental accounting, program approvals, risk management, fiscal compliance, or auditing.

Preferred Qualifications

Master's degree in accounting, business, or public administration.
