JOB SUMMARY: Under general direction of the County Manager, this position provides leadership, direction, expectations, and supervision to the Public Works team through clear communication, strategic planning, and coordinated service delivery. Responsibilities include creating and implementing work plan goals and objectives; managing programs, projects, and budgets; and ensuring the construction and maintenance of County roads, bridges, and fleet services. The position also oversees the budgeting and daily operations of the County's Road and Bridge Department, Solid Waste Transfer Station, and Roundabout Transit System, ensuring fiscal accountability, regulatory compliance, and the efficient and effective delivery of essential public services. PRINCIPAL JOB DUTIES: Provide leadership, management, and direction to the Public Works staff by developing trust and collaborative working relationships, creating strategic plans and goals in each department, and by coaching and mentoring the performance and professional development of staff. Set expectations for the Public Works staff by providing active leadership through appropriately empowering managers and holding them accountable for quality results. Oversee conditions of roads, bridges, fleet, and weed management programs under the authority of the Public Works Division Director. Act as Public Works Division liaison with Administration, the Board of County Commissioners (BoCC), and the public. Inform and update the County Manager and the BoCC regarding significant projects and programs; prepare presentations, recommendations, and reports as necessary; attend applicable meetings to present pertinent information; and is an active member of the Division Directors team. Develop and administer appropriate policies and procedures for the Division, strategize with staff regarding shortand long-range planning, priorities, equipment, and personnel for projects, and ensure coordination with other directors. Hire, assign, schedule, evaluate, and direct subordinates' work. Elicit information from the team regarding resource needs. Ensure team members receive training to render effective services. Appraise and review the performance of all Public Works employees. Adhere to all county policies and procedures, as well as all laws and regulations as they pertain to the Public Works Division, and enforce applicable safety rules and regulations. Listen, evaluate, and respond to input, inquiries, and complaints and ensure appropriate corrective actions are implemented with accountability. Prepare and manage the Public Works budgets and submit the annual budget for approval to the County Manager and/or the Board of County Commissioners. Ensure that each department monitors or revenues and expenditures for sound fiscal control. Ensure an equipment and vehicle replacement plan is maintained and implemented and that all equipment and vehicles have been assessed before purchase and bid Prepare and/or review work and equipment reports; cost estimates; correspondence; other various reports; forms; etc. Set and oversee budgets and operations for the County's Road and Bridge Department, Solid Waste Transfer Station, and Roundabout Transit System, ensuring fiscal responsibility, regulatory compliance, and effective day-to-day performance across all service areas. Manage projects and programs within Public Works. Confer with engineers, supervisors, contractors, and other personnel to ensure projects and programs are implemented efficiently and effectively using best management practices (BMP). Exchange information and resolve problems to ensure quality work. Serves as the County's appointed road supervisor, entrusted with the duties and powers outlined in C.R.S. 43-2-111. Performs other duties as assigned. MINIMUM JOB REQUIREMENTS: REQUIRED EXPERIENCE / EDUCATION Bachelor's degree from an accredited college or university in public administration, civil engineering, construction management, business administration, or a related field, or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities. Individuals in this position must have at least seven (7) years of experience with road and bridge and public works projects, programs, services, and supervision of a staff of more than ten individuals KNOWLEDGE, SKILLS & ABILITIES Ability to provide leadership in multi-faceted departments using tact, discretion, initiative, independent judgment, and critical thinking while maintaining high professionalism. Ability to organize work, set priorities, meet critical deadlines, set expectations, require accountability, and ensure quality control. Ability to communicate clearly and effectively, both orally and in writing, is crucial to our department's effectiveness. Your ability to accurately and effectively transmit and receive information that is necessary for the accomplishment of goals and objectives and to keep the County Manager, BoCC, citizens, subordinates, peers, and supervisors informed is highly valued Ability to use and understand the different tools, equipment, and resources for road construction, fleet vehicles, and weed control, as well as the maintenance and repair of those items. Ability to instruct, delegate, supervise, and maintain accountability with employees. Ability to implement time management skills and provide overall management and administration of people, programs, and projects. Possess solid interpersonal, decision-making, employee accountability, and management skills. Ability to maintain courteous and effective working relationships with the public, county departments, co-workers, and other agencies. NECESSARY SPECIAL REQUIREMENTS: Must possess a valid Colorado driver's license and a satisfactory motor vehicle record. Must pass a background check: Criminal & Traffic Conviction of a crime will not be an absolute bar to employment Required legal authorization to work: United States citizenship or legal authorization to work in the United States. SUPERVISORY: Supervision of all Public Works staff PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Individuals in this position must be physically capable of doing the following activities: strenuous hiking, standing, walking, sitting, lifting, carrying, bending, climbing, pushing, and pulling. Employees in this position must be physically able to lift to 40 pounds. Work is primarily performed in an office, with occasional time spent in the field. Some exposure to outdoor weather conditions will occur. The job requires the capability to drive vehicles. Hearing voice conversation is essential to safe and effective job performance. Individuals in this position must have the ability to have clear vision at 20 inches or less and up to 20 feet or more.
